Exhibit G <br />• WATER QUALITY <br />Storm Water Discharge Permit (Construction): On June 2, 1997, Rio Grande applied for <br />a Storm Water Discharge Permit from the Colorado Department of Public Health and <br />Environment for construction of the facility. This permit- was issued and became <br />effective on March 10, 2000- and will expire on September 30, 2002. Rio Grande -has <br />maintained this approval through payment of an annual fee to the Colorado Department <br />of Public Health and Environment. This permit allows RGPC to discharge storm water <br />runoff from two outfalls that are associated with the property on which RGPC will be <br />constructing a portland cement manufacturing facility. Part LB. of the permit requires <br />monitoring of storm water discharges from these two outfalls for several parameters <br />including pH, Total Suspended Solids. Oil and Grease, and Discharge Flow rate. Part <br />LB. also requires that the analytical results of this monitoring be submitted to the <br />Colorado Department of Public Health and Environment within 30 days of the end of <br />each calendar quarter. <br />As construction of the facility has not yet started, there have been no dischazges <br />associated with industrial activity. Accordingly, the discharge monitoring reports <br />indicated above reflect a "No Dischazge" status. Rio Grande has also completed plans for <br />managing on-site storm water discharges. <br />The storm water permit for construction activities is certification COR-032435. The <br />• certification was effective 5/5/98 and expires 6/30/02. The combined permit for process <br />water/storm water discharges is certification COG-500377 03/10/2000 and expires <br />09/30/2002. The permit is attached as Appendix A and allows construction of the <br />. facility. It will be replaced with an individual permit (being prepared) that will authorize <br />industrial waste and storm water dischazges from the facility during operations. <br />WATER QUANTITY <br />The facility requires approximately 379 acre-feet per yeaz; two-thirds for the plant and <br />offices and one-third for dust control in the surface mine. Rio Grande, through the State <br />Land Boazd, has applied to the State Engineer's Office for three well permits to withdraw <br />nontributary groundwater. The three well permit applications propose to withdraw <br />groundwater totaling 363.3 acre feet per year. Rio Grande is negotiating a lease with the <br />Pueblo Boazd of Water Works which contemplates Rio Grande leasing 100 acre feet per <br />year of water for the facility. <br />Further, Rio Grande is studying the availability of groundwater in the project area, <br />facility design in order to transport water, and ways in-which discharges from the project <br />can be minimized in order to avoid impacts to the surface water systems in the azea. Rio <br />Grande is prepazing to design a system that will meet its needs for mining, production <br />and minimizing dust emissions while protecting these water resources. <br />• <br />APPCxhibitsA-r-APPQ 180)BevB/January 17, 2002 G-2 <br />
