~ 9~ii <br />C <br />PURPOSE <br />To insure maximum safety of all Mine personnel involved in the handling of explosives and to <br />comply with applicable state and/or federal regulations. <br />Legal Notice of Blasting Schedule <br />1.1 A "Legal Notice" describing the blasting schedule at the Mines will be published in the North <br />Fork Times and, thereby, will be available to the general public, and distributed by mail to the <br />local Government and Public Utilities. A copy of the blasting schedule will also be posted a[ <br />the Mine entrance. <br />1.2 The information in this public notice will include the following minimum information: <br />a description of the location of the mine. <br />the times when blasting operations will be conducted. <br />a description of the physical protection, pre-blast patrol procedures, and warning signals <br />associated with the blasting operations. <br />the warning procedures in the event an unscheduled detonation is necessary due to <br />uncontrollable circumstances. <br /> <br />II. Receiving Shipments of Explosives <br />2.1 All vehicles delivering explosives shall meet all state and federal regulations for transporting <br />explosives. <br />2.2 The vehicle will be escorted to the explosive storage facilities. <br />2.3 Vehicles containing explosives or detonators shall not be taken to a repair garage or shop for <br />any purpose. All explosives must be o(f-loaded prior to taking vehicles to the shop (or repairs. <br />2.4 The Construction Superintendent or Civil Contractor will be responsible for insuring that all <br />blasting supplies are handled and stored properly once they have been received a[ the storage <br />facility. <br />2.5 The powder truck will be inspected by the operator at the beginning of each shift and results <br />logged on the powder truck daily. In addition to the usual equipment check, the following items <br />must also be checked: <br />are any nails or bolts protruding into the bed of the truck? <br />are all necessary warning signs visible? <br />III. Storage of Explosives <br />3.1 No matches or cigarette lighters shall be carried into, stored, or placed in any powder magazine <br /> <br />3.2 All detonators and explosives shall be stored in magazines constructed according to specifica- <br />tions required by federal law and approved by the "Institute of Makers of Explosives". <br />3.3 All explosives magazines must be kept securely locked when unattended. Five (5) tumbler locks <br />will be used to secure the magazines. <br />3.4 Magazines will be properly located according to the type and quality of explosives within the <br />guidelines listed in the "American Table of Distances" for storage of explosives, <br />
