Surface Runoff - Precipitation-induced runoff Erom an active mining area including runoff from coal storage files, preparation plants, refuse piles, loadout facilities and other disturbed areas; also precipitacion- induced runoff from the revegecating surface oC a post-mining area. COVERAGE UNDER THIS PERMIT: Under this general permit, owners and operators of coal mining facilities may be granted authorization co dEscharge into thu waccrs of the State of Colorado provided the sources of wastewater Erom these facilities arc limited to precipitation-induced runofF. This general permit does not cover coal mining facilities with discharges such as mine drainage, a domestic sewage creaunent plant discharge, spoils spring wastewater, or coal preparation plant water. Discharge permits for these facilities ~ail1 be issued on an individual basis. The following iist shows additional criteria which will be used in evaluating whether or no[ an individual permit may be required instead of a general permit: 1. Proximity of the operation co a landfill or mine or mill tailings; 2. Evidence of non-compliance under a previous perinic for the operation; 3. Presence of downstream drinking water intakes; 4. Preservation of high quality water; 5, Addition of flocculan[s (settling agents or chemical additives) co water prior co discharge; 6. Use of land application as a means of discharge (o[I~er than for dust control). This permit does not constitute authority under the provisions of 33 USC 1344 (Section 404 of the Glean ldacer Ac [) for any dredging or filling operations. DURATION OF THIS PERMIT: This permit is issued for a period of appro:;iinateLy 5 years. The permitcee's authority to discharge under cliffs permit is approved until the expiration dace of the general perinic.
