subject to the requirements of the Scace of Colorado lJacer Quality Control
Act, 1973 as amended. Regulations of the Colorado Uischarge Permit System,
(CCR, Title S, Chapter 1002-2) and 1'i [1e 40 Part 434 of the Code of Federal
Regulations (40 CFR 434) specify the wastewater discharge requirements for
this industry.
Sec [ion 6.10.2 of the Colorado Discharge Permit Sys[ein Regulations provides
for the issuance of General Petiinits where coveted facilities:
1. Are within prescribed geographical boundaries;
2. Involve substantially the same type of operating conditions;
J. Discharge the same type of waste;
4. Require [he same effluent liinicacions or operating conditions;
5. Require similar monitoring; and
6. Are more appropriatel}• controlled under a Ceneral Perinic than
individual perini[s.
INDUSTRY DESCRIPTION:
The coal mining industry includes facilities that may Ue involved in the
extraction, processing and out-loading of coal. Various facilities perform
one or more of these operations. Coals ate classified based on the fixed
carbon content, the volatile inatcer EracCion, and tl~e heating, value. The
general classification ranks are lignite, subbituininous, bituminous, and
anthracite. The prima r}• end uses for coal ate Eor coinbuscion in steam boilers
and Eor metallurgical coke ovens. In Colorado there are approximately 70
facilities involved in the extraction (mining) of coal and/or processing
(preparation) of coal.
