Regulations of the Colorado Uischarge Permit System, <br />(CCR, Title S, Chapter 1002-2) and 1'i [1e 40 Part 434 of the Code of Federal <br />Regulations (40 CFR 434) specify the wastewater discharge requirements for <br />this industry. <br />Sec [ion 6.10.2 of the Colorado Discharge Permit Sys[ein Regulations provides <br />for the issuance of General Petiinits where coveted facilities: <br />1. Are within prescribed geographical boundaries; <br />2. Involve substantially the same type of operating conditions; <br />J. Discharge the same type of waste; <br />4. Require [he same effluent liinicacions or operating conditions; <br />5. Require similar monitoring; and <br />6. Are more appropriatel}• controlled under a Ceneral Perinic than <br />individual perini[s. <br />INDUSTRY DESCRIPTION: <br />The coal mining industry includes facilities that may Ue involved in the <br />extraction, processing and out-loading of coal. Various facilities perform <br />one or more of these operations. Coals ate classified based on the fixed <br />carbon content, the volatile inatcer EracCion, and tl~e heating, value. The <br />general classification ranks are lignite, subbituininous, bituminous, and <br />anthracite. The prima r}• end uses for coal ate Eor coinbuscion in steam boilers <br />and Eor metallurgical coke ovens. In Colorado there are approximately 70 <br />facilities involved in the extraction (mining) of coal and/or processing <br />(preparation) of coal. <br />
