<br />COLORADO DEPARTMENT OF HEALTH, Water Quality Control Division <br />Rationale - Page 10. PERMIT NUMBER: COG-850000 <br />PUBLIC NOTICE COMMENTS: <br />EPA commented on the draft permit. Their main comment concerned the <br />definitions for 30-day average and 7-day average limitations. The Division <br />has modified these definitions to comply with 40 CFR 122.2 and Section 10.1.0 <br />of SCCR 1002-3. The newdefinitions apply an average of all samples measured <br />during the month. The significance of this is that if only one sample is <br />collected, the results must meet the limitation. If the iinitial result is <br />high, the permlttee is encouraged to perform additional sampling in an <br />effortto lower the arithmetic mean. However, the monthly average reported <br />must be based on all sampling results, and must utilize all additional data <br />regardless of the results. <br /> <br /> <br /> ~l <br /> <br />
