<br />COLORADO DEPARTMENT OF HEALTH <br />Water puality Control Division <br />Certification - Page 2 <br />Facility No. COG-850006 <br />FACILITY DESCRIPTION: <br /> <br />The facility consists of two ponds located in Cwo adjacent railroad <br />loadout areas for the Southfield mine. A sketch of the facility is <br />illustrated in Figure 2 in the permit. <br />Referring to Figure 2, pond 111 collects .runoff from 9.7 acres of disturbed <br />land and coal stockpile areas. The pond is designed to contain the 10 <br />year- 24 hour precipitation event. This means that the pond will contain <br />0.92 acre-feet of runoff. Pond 112 collects runoff from 7.6 acres of <br />disturbed land and coal stockpile areas. This pond is, also, designed to <br />contain the 10 year- 24 hour precipitation event. This means that the <br />pond will contain 0.72 acre-feet of runoff. <br />As of June, 1989, there has been no discharge from either pond. Discharge <br />from either pond would only occur when the 10 year-24 hour storm event is <br />exceeded or when the ponds are dewatered following precipitation events of <br />lesser intensity. As Figure 2 indicates, Pond 1/1 discharges from point <br />CO1 to Chandler Creek and Pond lit discharges from point 002 to Oak Creek. <br />Directions [o Facility: <br />From Colorado Springs, Colorado take State Highway 115 to Florence; in <br />Florence take County Road 79; once you cross Oak Creek and the Atchison, <br />Topeka and the Santa Fe railroad Crossing, the loadout area is on either <br />side of 79 and along the railroad tXacks. <br />DISCUSSION: <br />Active mining limitations and monitoring requirements in the permit apply <br />to outfalls 001 and 002. <br />The facility is an existing source undet.federal definition, therefore the <br />existing limitations on pages 4 and 5 of the permit shall apply to this <br />facility. Refer to CFR 434.11 (i) for mote information. <br />Total dissolved solids monitoring of the discharge :;hall not be <br />performed. Total phosphorus monitoring shall not be performed. See page <br />7 of the permit. <br />The permit does not require submission of a Materials Containment Plan. <br />However, diking as described in the Rationale on page 9 and in Part I B. <br />1. (c) 4, of the permit shall be performed. <br />
