• topdressed with salvaged soil materials will be sampled to the top of the <br />underlying spoil. Areas which are topdressed with substitute soil <br />materials will be sampled to a minimum depth of 12 inches. The composite <br />samples from topsoiled and substitute soil reclaimed areas will be analyzed <br />for nitrogen (AB-DTPA extraction or KCL extraction method; reported as <br />nitrate-nitrogen in ppm), total kjeldahl nitrogen (during the 1995 sampling <br />period, at a minimum; reported in ppm), potassium (AB-DTPA extraction; <br />reported in ppm) and phosphorus (AB-DTPA extraction; reported in ppm). <br />Should significant nutrient deficiencies be identified through <br />laboratory analyses, appropriate amendments will be developed for <br />application. Amendments will be added to reconstructed soils when such <br />application is deemed necessary to successfully complete the revegetation <br />process. Composition of fertilizer amendments applied will be based on the <br />agronomic requirements of the revegetation species and the nature of soil <br />deficiencies. Typically, fertilizer blends will be developed for each <br />sampled area in consultation with the supplier and will consider current <br />guidelines for fertilizer application as promulgated by the soil laboratory <br />at Colorado State University, or their equivalent. <br />Application of fertilizers will be timed to achieve the best possible <br />results based on the particular amendments to be added and the types of <br />• cultural practices to be used in the revegetation process. For example, <br />when an area that is to be seeded using conventional methods requires the <br />application of nitrogen, potassium and phosphorous, separate applications <br />may be applied. First, phosphorous and potassium may be applied in the <br />late summer or fall and incorporated into the soil materials prior to <br />conducting seeding operations. Nitrogen may be applied in a second <br />operation during the next spring or several years after seedlings have <br />established themselves, thus maximizing its retention and use. Conversely, <br />an area that is reclaimed with Rotocleared materials may benefit most from <br />a single application of all three of these elements as soon as possible <br />after being replaced. While some nitrogen wastage may occur over that <br />realized by a spring application, the minimization of disturbance to <br />livehandled topdressing materials would outweigh such losses. <br />Zn addition, the composite samples from substitute soil reclaimed <br />areas will be analyzed for pH, 8 organic matter (Wakley-Black method), <br />Electric Conductivity, Acid/Base Potential, SAR, Texture, Boron and <br />Selenium. These parameters will be analyzed in accordance with standard, <br />accepted testing procedures. Since guidelines establishing ranges or <br />acceptable limits for these soil characteristics and elements have not been <br />• promulgated for Colorado, a combination of the New Mexico guideline <br />document, and the CDMG in-house correspondence dated March 6, 1991, have <br />Renewal-3 4.3-12 June 13, 1997 <br />
