• Replacement depth samples are taken randomly, at a minimum density of one <br />per five acres. <br />Annual <br />Annual measurements were intended to audit the adequacy of stockpiled <br />soil resources. This process involved the estimation of soil resources <br />contained in topsoil stockpiles and the measurement of disturbed acres <br />which required soil replacement. Additional commitments made by P6M to <br />topdress areas which were previously disturbed by mining in the permit area <br />were factored into the annual evaluations, since they affected the overall <br />volumetric requirements. <br />Since the precision and accuracy of stockpile volumetric evaluations <br />are variable, annual deficit differences up to 15 percent between disturbed <br />area replacement volumes and stockpiled soil volumes were not considered <br />critical. The additional bulk volume added to salvaged resources vs. the <br />undisturbed volume estimates were taken into consideration when conducting <br />annual evaluations and in determining minimum required replacement depths. <br />The use of Rotoclearing operations also affected soil volumetrics and were <br />taken into consideration when utilized, to the extent that this was <br />• possible. The results of salvage and replacement quantitative evaluations <br />have been provided to the Colorado Division of Minerals and Geology <br />("CDMG") in the annual mining and reclamation report. Replacement <br />quantitative evaluations will continue to be provided to the Division until <br />all topsoil replacement operations are completed. Qualitative information <br />will also be provided. <br />QUALITATIVE SAMPLING <br />Qualitative samples will be taken each year that revegetation <br />operations are conducted to evaluate soil fertility and to develop <br />composition of amendments when fertilization is deemed necessary. A <br />composite sample for each separate area to be revegetated each year will be <br />taken. Areas will be considered separate when they are geographically <br />removed from one another (i.e., West Ridge vs. Moffat). Please note that <br />revegetation areas that are dissected only by a road or similar facility <br />will not be considered geographically separate for sampling purposes. <br />Individual composite samples will also be taken when areas to be reclaimed <br />in a given year have mine soils reconstructed with either replaced topsoil <br />• materials or substitute soil reconstruction materials.
