• design for the haul roads had been prepared based on the anticipated volume of traffic and the <br />weight and speed of vehicles to be used. The Colowyo Coal haulage fleet used for transport <br />of coal from the primary crusher to the Gossard Loadout consists of highway trucks. Atl <br />haulage vehicles will have a maximum operating speed under 45 miles per hour. <br />The haul roads are located on stable terrain to minimize erosion. As shown on the Existing <br />Structures -North Map (Map 21), the haul road A crosses Taylor Creek, and has been <br />maintained according to the requirements of 4.03.1(4). The grade and pitch requirements <br />specified in 4.03.1(3), Design and Construction, are met for both haul roads. <br />Colowyo will maintain the haul roads throughout the life of the mine with repairs including <br />blading, filling of potholes, and replacement of road surface as necessary. Likewise, watering <br />for dust control will be implemented as necessary. <br />Section 2.05.5 discusses the changes to be made to the main haul road, a portion of which <br />will be left in place after completion of mining to retain access into the area to compliment <br />the post mining land use. <br />4.03.2 Access Roads <br />The original permitted status of the section of road from State Highway 13 to the Gossard <br />turnoff, was that of an access road. The June, 1992 technical revision changed the technical <br />status from that of an access road, to that of an haul road. Since the segment of road was built <br />• to the same specifications as that of the initial main haul road, no additional modifications <br />were necessary other than continued routine maintenance. <br />While Tri State never used haul road B to transport coal other customers have used the road <br />to transport coal by highway truck. We anticipate that it is likely that such truck shipments of <br />coal will continue to occur from Colowyo. Should highway truck transportation of coal cease <br />we anticipate that the status of haul road B could technically be changed back [o the original <br />access road status. <br /> <br />4.03-2 Revision Date: 8/29/97 <br />Revision No.: TR-42 <br />
