4.06.13 Surface and Groundwater Nlonitoring <br />The current monitoring program is summarized by the following sites: <br />Sedimentation Ponds -Monitoring is in accordance with the requirements of CSPS Discharge <br />Permit CO-0045161. <br />Surface Water -Three surface water sites are monitored. <br />1 New Upper Goodspring Creek (NUGSC) represents the upstream, undisturbed or <br />background condition. <br />2 Lower Goodspring Creek (LGSC) represents the downstream condition found <br />below mining activities. <br />3 Taylor Creek represents the downstream condition found below the Gossard <br />Loadout and mining activities. <br />Groundwater -Three groundwater sites are monitored. <br />] A-6 Well -Located in the Goodspring creek alluvium, this site represents the updip, <br />undisturbed or background condition. <br />2 North Goodspring Well -Located in the Goodspring Creek Alluvium, this site <br />represents the downdip condition below mining activities. <br />3 Gossard Well -Located within the rail loop, this site represents the condition of <br />groundwaters associated with the Gossard Coal Loadout Facility. <br />The evolution of the Surface and Groundwater Monitoring Plan is as follows: <br />• 1n a letter to the Division dated May 2, 1983 Colowyo submitted the surface and <br />groundwater monitoring plan, which was subsequently approved by the Division on <br />May 6, 1983. A copy of the letter is enclosed on pages 4.05-11 through 4.05-14. <br />• Page 4.05-16 further -explains changes to the Surface and Groundwater Monitoring <br />Plan. <br />• Exhibit 18, Revisions for Second Five-Year Term, shows a Minor Revision, <br />"Modification of Groundwater Monitoring", approved August [989. <br />• Exhibit 7, Hydrology Information, details the "Modification of both Surface Water <br />Monitoring and Alluvial Groundwater Monitoring Locations, 1991". <br />• Map 37, Water Monitoring Sites for Permit No. CO-019-81 shows updated well <br />locations, surface water locations, and NPDES discharge points. <br />• Starting in early 1996 sampling procedures for groundwater wells was changed from <br />total recoverable metals to total dissolved metals.
