Mr. R K Hancock, III
Mr. Charles M. Machovec
• Apri14, 2005
Page 2 of 10
This letter addresses the additional outstanding requirements and summarizes the new
modeling results. Presented aze the emission calculations for the TAHR, new wind
erosion calculations based on the new meteorological data, meteorological data
processing procedwes, and modeling methodologies and results. For detailed
information on the HGTI facility please see the above referenced document.
Emission Calculation for the TAHR
Emissions for the TAHR were calculated using the same emission equation as in the
December 2004 permit application, from the Compilation of Air Pollutant Emission
Factors (AP-42) Volume I, Section 13.2.2:
Q (lbs l YMT) = k(121a `~ /b E
where: l l l l
TSP PMlo
k= 4.9 1.5
a= 0.7 0.9
b= 0.45 0.45
• W=65 tons (mean weight)
E=0.75 (90 precipitation days with rain 0.01 inches or more)
Using the above equation and variables provides an emission factor of 8.094 lbs/VMT for
TSP and 2.088 IbsJVMT for PMIO. The roundtrip road distance is 7.713 miles.
The TAHR will be controlled with water and chemical dust suppressants to achieve 80%
control (see Emission Factor Document for AP-42, Section 13.2.2, Unpaved Roadr, Final
Report (MRI, 1998). The maximum amount of coal transported in any day will be 8,500
tons, not to exceed 2,000,000 tons per yeaz. Dividing the daily maximum by 16
operating hours per day gives an hourly average of 531 tons, or a total of 58.541
VMTs/how. Thus, the average maximum hourly emissions for PMIO will be:
Q,,. = C2.0~~ s 1158.5 ~rVNIT l~l - 0.8~
Qn, = 24.451bs / hr /I
Annual emissions are based on a throughput capacity of two million tons per yeaz, with
220,391.4 VMTs. Thus annual emissions will be:
I•
44 Inverness Drive East f Building C ~ Englewood, Colorado 80112
303Y790-1332 ~ Fax 303/790-7820
www.mcvehil-monned.com
