(MMA) submitted an air quality permit application on behalf ofHayden Gulch Terminal, Inc. (HGTI) entilted "Air Quality Permit Application and Impact Analysis for the Hayden Gulch Loadout, Hayden, Colorado" (MMA, 2004). In January, MMA and representatives of the HGTI project team met with APCD to discuss the application and any additional requirements that APCD would impose before the application was processed. At that meeting, APCD indicated that modeling of the Tie Across Haul Road (TAHR) would be required before the application would be determined to be complete. APCD also indicated concern that the Seneca meteorological data set used in the modeling was not representative of the HGTI facility area, and that they would seazch for other, more representative data. Additional information concerning emission calculations was requested by Mr. Chip Hancock by letter of January 31, 2005. These issues were addressed with a letter from MMA on February 16, 2005 and approved by Mr. Hancock via email on February 24, 2005. This email indicated that the only outstanding issue was the TAHR modeling analysis. In eazly Mazch, Mr. Chuck Machovec requested that meteorological data from the Hayden water treatment plant site from the Mt. Zirkel study be used instead of data from Seneca. Mr. Machovec sent MMA one yeaz of data (Mt.
