Letter of Objection & ConcZTri "Line Camp Gravel Pit' (Application #: M-2001) <br />Thursday, March 01, 2001 -Page: 4 <br />3. It is apparent from the permit applications that there is no <br />express provision to prevent discharge into the Dolores River of <br />Carcinogens and heavy metals present on the site and which will <br />intoxicate the alluvial aquifer. The permit application merely <br />states that the operator will discharge the water (with any <br />accompanying toxins or carcinogens) into the Dolores River in <br />compliance with State laws and regulations. <br />Figure 2 - an aerial photograph of the Akin Homestead and the Dolores River downstream of the <br />proposed gravel pit <br />(The site of the gravel pit is at the upper right of the picture.) <br />Exhibit A shows an expanded map of this aerial photograph <br />The application repeats this litany of compliance over and over, but, <br />in no place does it detail how the operator will "ensure" compliance as <br />promised in the application. <br />In Short, the application shows that there are no specific safeguards <br />on the operation sufficient to protect the alluvial aquifer (which is <br />the principal source of domestic water in the valley) from: <br />~ See Application for Permit: Four States Aggregates, LLC; Line Camp Pit, FSLA-LCP-Dl-001, 30 DEC <br />2000 -Exhibit Page 14 ("The drainage from the active areas will be controlled and treated as required by <br />water quality regulations and permits to ensure that no sediment from the pit is discharged into [he Dolores <br />River." However, there is no mention anywhere in the application as to how the operator will ensure the <br />compliance.
