Part I <br />Page No. 11 <br />Permit No.: CO-0045225 <br />g. Provision for yearly review and updating of the contingency plan, plus resubmission of the plan to the Division if <br />conditions and/or procedures at the facility change the original plan. <br />The foregoing provisions shall in no way render inapplicable those requirements imposed by Federal Water Pollution <br />Control Act, 33 U.S.C. § 1321, regulations promulgated thereunder, the Colorado Water Quality Control Act, and <br />regulations promulgated thereunder. It is recommended that this plan be prepazed by a professional engineer registered <br />in the State of Colorado. <br />Nothing herein contained shall be cons[rued as allowing any discharge to waters of the State other than through the <br />discharge points specifically authorized in this permit. Nothing herein contained shall be construed as excusing any <br />liability the permittce might have, civil or criminal, for any spill. <br />The submittal of a Spill Prevention Control and Countermeasure Plan (SPCC Plan) as required by 40 CFR Part 112 <br />may satisfy all or part of this requirement. Should additional materials exist on site which are not addressed in the <br />SPCC Plan, addressing those materials as per the above is required. <br />j/ If there is no such material prcunl at the site, this shall be iMlated in writing and submitted m die Division for review. <br />~l If thcrc is material prcscnt but the permittee feels there is not a reasonable proWbiliry at s spill impacting wafers or the Snte, this shall be <br />documemcd in writing aid submited m die Division for review. GENERAL REQUIItEMENTS <br />1. Representative Sampling <br />Samples and measurements taken as required herein shall be representative of the volume and nature of the monitored <br />discharge. All samples shall be taken at the monitoring points specified in this permit and, unless otherwise specified, <br />before the effluent joins or is diluted by any other wastestream, body of water, or substance. Monitoring points shall <br />not be changed without notification to and approval by the Division. <br />2. Ana vocal and SamQ ine Methods for MonitorinE <br />The permittee shall install, calibrate, use and maintain monitoring methods and equipment, including biological and <br />indicated pollutant monitoring methods. Analytical and sampling methods utilized by the discharger shall be approved <br />methods as defined by Colorado Regulations for Effluent Limitations (5 CCR 1002-3, 10.1.5), and federal regulations <br />(40 CFR 136) and any other applicable State or Federal regulations. The analytical method selected for a parameter <br />shall be the one that can measure the lowest detected limit for that parameter unless the permit limitation or <br />stream standard for those parameters is within the testing t-ange of another approved method. When requested in <br />writing, the Water Quality Control Division may approve an alternative analytical procedure or any significant <br />modification to an approved procedure. <br />When the most sensitive analytical method which complies with this part, has a detection limit greater than or equal to <br />the permit limit, the pertnittce shall report "less than (We detectable limit),' as appropriate. Such reports shall not be <br />considered as violations of the permit limit. The present lowest method detection limits for specific parameters (which <br />have limitations which are, in some cases, less than or equal to the detection limit) are as follows: <br />Arsenic O.OI mg/f <br />Benzene 0.001 mg/Q <br />Total Residual Chlorine 0.05 mglQ <br />Cadmium 0.0003 mg/P <br />Chromium 0.01 mg/P <br />Chromium, Hezavalent O.OI mg/I <br />Copper 0.005 mg/Q <br />Cyanide, Weak Acid Dissociable O.Of0 mg/Q <br />
