All these maps are labeled "Special Use Permit", though that is a designation this Division does
not use. It is assumed by this office that these maps were drawn for use by San Miguel County.
This Division must have a Mining Plan Map and a Reclamation Plan M~ for each permit. They
must show the site as it is or will be during operations, and as it will appear after reclamation.
These maps must depict the sites in enough detail to reasonably determine whether operations are
within the permit boundaries, are affecting drainages on and offsite, and what the type and extent
of disturbances are, for reclamation cost purposes. My comments specific to each map are listed
below:
St. Jude Mine
This map appears to be virtually identical to the earlier one. The boundary line and features have
not changed. Drainage locations are shown. Access to the site is shown. There are no outlying
vent or road areas involved with this permit.
Two topsoil stockpiles are depicted, though only one was noted during the 1997 inspection. Is
another one present now? Please provide information as to stockpiled volumes, etc., or delete
this feature.
Please include the stormwater/sediment control structures. Ensure that if they are to be removed
during reclamation, that is clearly shown.
The north edge of the waste rock dump, and the topsoil pile in question, are ten feet from the
boundary line. Is the symbol which delineates the margin of these features denoting the top or toe
of the piles? Please provide the gradient of the fill slopes, cut slopes, benches and piles, both for
their present condition and as reclaimed.
Please delineate the areas not yet disturbed, not to be disturbed, undergoing reclamation, fully
reclaimed, etc. Please ensure that all structures (powerlines, culverts, roads, buildings, etc.) are
shown on the mining map if present, and not shown on the reclamation map if to be removed. .
The shop building is shown on the map as being 50 feet x 90 feet, though my field notes indicate it
was about 30 feet x 40 feet. All bond calculations should account for size of structures, so please
ensure that they are drawn at the appropriate size. In this case, was the building enlarged?
The north arrow is not labeled as to "true" or "magnetic" north. Initially one would assume that it
is true north, but comparison with the previous map show it is probably magnetic north. Please
clarify. Also, please provide a distance and bearing reference to a locatable point.
Topaz Mine
The new map conforms well to the earlier one, concerning boundaries and structure locations
within the main portal area. Drainage location is shown.
The new should include a locatable survey point to use as a reference to this permit area. Please
also include the full access road from the county road, including any culverts.
