All water discharged from the Stagecoach Stop pit and Utilized to offset depletions caused by the pit operation cannot be banked or credited to offset lagged depletions in subsequent years. All discharges wil{ be available to offset depletions in the year when depletions are actuall~ occurring. 4. All pumping for dust control and dewatering discharges to'the South Platte river shall be measured in a manner acceptable to the division engineer. 5. The dewatering rate and quantity shown in Appendix D is estimated. As meter records for the dewatering become available the A~ plicant shall update the data used to compute monthly lagged depletions and~replacements from dewatering. If at any time the projected stream depletions show the Applicant is unable to replace all out-of-priority stream depletions, the Applicant shall notify the division engineer and water commissioner of the projected shortfall and describe how consumptive use at the site will be reduced and/or replacements will be increased to ensure all out-of-priorit~ depletions will be replaced. 6. The Water Commissioner responsible for the administration of this plan is Mr. Robert Stahl, 9378 WCR 25, Fort Lupton, CO 80621, phone no. (303) 857- 0742. The applicant shall maintain daily records of all dive(sions, replacements, and the amount of water used for each particular purpose. The applicant shall provide a report of these records to the division engineer and the water commissioner on a monthly basis on a form approved by them. The accounting must be submitted within five (5) calendar days of the end of the month for which the accounting is being made. In addition, the applicant shall submit a report from each entity making replacements; for this plan, that entity is the City of Aurora. The report shall include an accounting of all wastewater plant water effluen controlled by each entity, showing the total volume of water under its control at the various wastewater treatment plants, and the amount committed toleach of the recipients of the water. 7. All releases of replacement water must be sufficient to cove depletions and be made under the direction andlor approve Commissioner(s). The replacement may be aggregated to beneficial use. The Water Commissioner(s) and/or Divisioi determine the rate and timing of an aggregated release. 8. The Applicant shall follow the recharge protocol as document for the operation of this SWSP. 9. The replacement water, which is the subject of this plan cane leased to any other entity. As a condition of subsequent ren~ substitute water supply plan, the replacement water must be this site until a plan for augmentation is obtained.
