<br />Adequacy Review <br />Weber Pit No. 2 <br />3 <br /> <br />8/15/95 <br />M-95-056 <br />RECLAMATION PLAN - Exhibit F of the Reclamation Plan shows the final configuration of the <br />backfilled and reduced highwall as being 3:1 slopes with a slope length of 110 feet. The 3:1 <br />slopes appear to be lacking any undulations or drainage channels to convey drainage from the <br />undisturbed uplands across the reclaimed slopes. During the 8/8/95 pre-operation inspection, <br />DMG staff commented that riprap lined channels installed on the reclaimed 3:1 slopes would <br />enhance the stability of the backfilled material. DMG is concerned that the backfilled material will <br />erode rapidly if concentrated drainage from the upland channels is not conveyed across the bare <br />slopes within an erosion resistant channel. Please provide comment on how slope stability and <br />protection to the prevailing hydrologic balance will be ensured for upland drainage crossing the <br />disturbed area. Specific area of concern is with the ephemeral drainage channel to be interrupted <br />in Phase 1 and 2 ofthe operation. <br />Revegetation seed mix is lacking a nitrogen fixing species, please include a properly inoculated <br />legume seed. The revegetation seed mix is also lacking any shrub species, DMG recommends that <br />shrubs be included, especially on the 3:1 slopes. Establishment of servicebetry, snowberry, and/or <br />antelope bitter brush shrubs on the reclaimed slopes will aid in erosion resistance and provide <br />greater diversity in reclamation revegetation. Exhibit E states that mulch will be considered, even <br />though the SCS has recommended the use of mulch. Please commit to mulch application as per <br />SCS recommendation. <br />WATER INFORMATION -Please provide sufficient evidence that the applicant has applied for a <br />Stormwater Permit from the Water Quality Control Division. <br />PROOF OF PUBLICATION -Upon completion of the required four publications with a local <br />newspaper, please provide the DMG with proof of publication. <br />BOND CALCULATIONS - A reclamation cost estimate for the proposed operation will be <br />prepared by DMG staff and forwarded to the applicant as soon as responses to the comments <br />contained in this adequacy review are received.
