The applicant needs to demonstrate that the amount of materi <br />each year will in fact be replaced by river deposition. The <br />must also consider the long term and regional consequences o <br />plan. The applicant needs to insure that the operation does <br />reconstruction of the river channel, cause consequent upstre <br />downstream erosion, or cause an obstruction with consequent <br />river jetsam build-up, and washing away of equipment causing <br />pollution. The operator has provided a Grass Seeding Plan which was prep red by the <br />Soil Conservation Service (S.C.S.). This plan consists of se dbed <br />preparation of disking, fertilizing following a soils nutrien <br />deficiency test, drill seeding in the fall with a mixture of month <br />brome, yellow sweetclover, pubescent wheatgrass, and steamban <br />wheatgrass, mulching with native hay, and applying weed contr 1 as <br />needed. In lieu of further explanation, the staff assumes th t this <br />plan will be adhered to upon final reclamation. <br />If the operator does not plan to adhere to this plan, he must describe <br />in detail how the land configuration, vegetative communities, and <br />wildlife habitat will be re-established to the final benefici 1 land use. <br />Specify the maximum gradient of reclaimed slopes (horizontal <br />vertical). We reconmend 3:1 or gentler for purposes of stabi ity and <br />revegetation establishment. If you propose steeper slopes yo should <br />include a justification that supports the proposed post-minin land use <br />and demonstrates compliance with the applicable performance s andards of <br />Rule 6. ~ <br />4. The applicant needs to demonstrate how his reclamation plan i~ in <br />~ofi compliance with all requirements of the reclamation performan e <br />~~ standards of Rule 6. Please refer to pages 43-47 of the Mine als Rules <br />and Regulations for these requirements. <br />5. The possibility exists that the site will not necessarily be eclaimed <br />by the river. The operator should provide a contingency plan to reclaim <br />~, ~ the mined area in the event that the river does not. This pl n should <br />~~~ include site clean-up, grading, possible revegetation, and of er <br />necessary land stabilization measures. <br />Exhibit E - <br />Please delineate and label precisely the proposed permit boun aries. <br />This boundary should include all areas to be affected by the fining <br />operation including the mine area, all new or improved roads, equipment <br />storage, and processing areas. The applicant should insure tat the <br />entire permit area is reflected by the permitted acreage show on the <br />permit application form (6 acre. <br />
