<br />• <br />I • <br />EXHIBIT E <br />RECLAMATION PLAN <br />Context <br />The permitted quarry site is approximately 46.5 acres, with an affected area of 27.6 acres. <br />The actual area to be mined is approximately 20 acres. The material to be mined is <br />sandstone, with a depth ranging from 20 to 60 feet. The proposed site is located entirely <br />within the expected limits of the proposed Glade Reservoir, which would inundate the <br />entire site. The mining proposal is presented with a contingency that mining will not <br />occur unless the reservoir is a certainty. This reclamation plan is intended to provide <br />reclamation measures for the short term, with the assumption that in the long-term the <br />site will be under water. <br />The quarry site is also located adjacent to a wetland. A wetland plan is presented with <br />this proposal to prescribe appropriate protection measures during the life of the mine. <br />The site is within the Hook and Moore Glade potential conservation azea according to the <br />Colorado Natural Heritage Program (CNHP). This area is characterized by a large <br />sandstone hogback that parallels US Highway 287. A sandstone outcrop is located <br />between 287 and the hogback, and is the area to be mined under this proposal. <br />The quarry site will consist of an access road, the rock outcrop quarry, a fenced <br />operations yard, temporary crusher, and product stockpiles. The outcrop will be divided <br />into 8 quarry cells that are approximately 2.5-acres in size. The quan'y plan includes the <br />intent to quarry a single cell at a time in response to concerns regarding visual and <br />environmental impacts. Mining will be performed primarily by hand, using afront-end <br />loader and forklift. <br />The initial phase of the 8-phase project will occur on the south side of the outcrop azea, to <br />allow for the creation of a storm-water detention pond, which will serve to control run-off <br />and improve water quality throughout the life of the mine. The pond may or may not <br />have standing water at any given time depending on weather conditions. Stonn water <br />will be directed to the detention pond by way of a vegetated Swale on the east and west <br />sides of the outcrop. <br />Existing Surface Conditions <br />According to tl-,e CNHP, the vegetation is characterized by Mountain mahogany shrub <br />lands on the steeper slopes with scattered Ponderosa Pine and Rocky Mountain Juniper. <br />The valley within the hogback is dominated by ~ asslands that are somewhat degraded by <br />the invasion ofnon-native species. Some wetland vegetation is present along the western <br />portion of the site as a result of leakage from the North Poudre Supply Canal. Many <br />weedy species have become established around the canal, probably due to disturbance <br />related to the ditch operation. Much of the area in general has been either heavily mined <br />or disturbed by residential development. <br />g <br />
