<br />STORMWATER MANAGEMENT PLAN <br />MONARCH QUARRY <br />CHAFFEECOUNTY,COLORADO <br />COLORADO LIME COMPANY, INC. <br />The Monarch Quarry lies in the SWl/4 of Sec.33, TSON, R6E, NMM. The quarry has been mined for <br />limestone and dolomite since the early 1900's by Colorado Fuel and Iron Company, CALCO and now by <br />Colorado Lime Company, Inc, d.b.a. CALCO, the latter under Colorado DMG Permit No. M-96-068. <br />The potential pollutant is siltation of the South Arkansas River from mining operations on the premises. <br />There are neither acid producing minerals (sulfides) nor toxic reduction chemicals on the premises. <br />Equipment is fueled from a mobile fueling unit. Lubrication of equipment is performed off-site at a <br />contained facility in Salida, Colorado. <br />Mining activities are tamed out on the premises between late spring to early fall. There is no wintertime <br />operation. <br />The potential pollutant sources on the property are the access roads, the spoils pile which is being mined <br />and the work pad where limestone material is placed to be run through a crushing and screening unit to a <br />product pile which in rum is shipped from the site directly to customers or to the company's plant in Salida, <br />Colorado for further processing. There is a weighing station (scales) and a cement pad, the latter being <br />used for equipment storage. The equipment used in the operation is a dozer, front-end loader, crushing and <br />screening unit and off highway and on highway trucks. A water truck is used on the roads for dust control. <br />The quarry high wall on the eastern edge of the quarry has a mined out area at its base preventing storm <br />water from entering the spoils pile on the western side of the quarry. The south boundary of the quarry and <br />the adjoining property is not protected by this mined out "trench". To protect the South Arkansas River in <br />this area, a berm of at least three foot in height has been placed between the working area and the river. <br />The berm is continuous to the stabilized west wall of the spoils pile where the floor of the work area <br />intersects contour line 10025. <br />The spoils pile is being mined from south to north and from east to west leaving a berm on the west wall of <br />at least three foot between the work area and the river. Gradient will be at 1% or as near to flat as possible <br />to the south and the siltation decant pond. <br />The siltation decant pond is cleaned regularly and at least after each storm or run-off event with afront-end <br />loader. Depth and area of the pond are increased with need. <br />The plant manager shall be the person responsible to develop and implement this plan. He shall use the <br />Best Management Practices to reduce erosion and prevent sediment delivery to [he State waters. <br />The unincorporated townsite of Garfield lies northeast and down gradient of the quarry and next to the <br />South Arkansas River from whence it obtains its water supply. The plan administrator shall check, <br />periodically, and at least after any major stormwater event, the intake of Garfield's water supply to insure <br />the silt is not being transported and entering this area and beyond. In addition, the plan administrator <br />shall check the riverbanks and eddies in the immediate area of the quarry for silt deposits. <br />This SWMP is accompanied by a SWMP Map showing contour and all geological and man-made features, <br />which is incorporated herein by reference. <br />
