Backfilling and Grading <br />Bacldlling and grading reclamation activities remaining at the Carbon Junction Mine have <br />been discussed above. The above described reclamation activities will result in a post- <br />mininig topography consistent with approximate original contour as shown on the <br />reclamation map. To verify the post-mining topography, OEI will submit a map, showing <br />the topography of areas reclaimed during the preceding calendar yeaz, and at completion <br />of backfilling and grading. This map will be submitted as part of the Annual Reclamation <br />Report or Phase I bond release. <br />Compaction of the topsoil will be minimised as much as possible while being redistributed. <br />It will then be scarified (loosened) to bind it to the subsoiUbase earth material, and <br />immediately protected with crimped-in straw mulch. Map 5-4 and Geologic Cross <br />Sections A through X illustrate the final surface configuration of the proposed permit azea, <br />in accordance with Section 4.14. <br />Soil Replacement <br />Soil resources will be redistributed contemporaneously following backfilling. Topsoil will <br />be returned to the reclaimed azea as per the specifications detailed above. Redistributed <br />topsoil will be protected from erosion (wind and water) by crimping in straw, or an <br />approved substitute mulch, immediately after it is redistributed. Retopsoiled areas will be <br />revegetated immediately during the normal planting season following the redistribution of <br />the soil. <br />Reeegetation <br />With the approval of Technical Revision 5, the approved post-mining land uses of the <br />Carbon Junction Mine were changed from wildlife habitat and cropland to industrial and <br />commercial, recreation, and residential. As a result of this change, the criteria under <br />which the success of revegetation will be judged after completion of reclamation changed <br />significantly. Additionally, the goals for the revegetation program changed accordingly. <br />The goal of the revegetation program will now be to establish a vegetation cover adequate <br />to control erosion. To that end, the revegetation plan has been amended with the 1996- <br />1997 mid-term review. <br />If conflicts between the approved post-mining land uses and the current reclamation plan <br />arise, or the current revegetation plan conflicts with the goals of the post-mining land use, <br />the reclamation plan will be revised to accommodate the post-mining land uses. <br />Schedule <br />Revegetation is scheduled immediately following redistribution of soil.
