6.3.3 Exhibit C-Mining Plan <br />6.3.3 (a) <br />The proposed starting date to start this pit will be April, 2007, and the applicant expects <br />the pit to last approximately ten (10) years. The expected ending date is October 15, <br />2016. <br />6.3.3 (b) <br />The estimated depth to which the soil is suitable as plant growth medium is <br />approximately 12 to 49 inches. There will be enough plant growth medium stored to <br />reclaim the site. Once the pit is exhausted, there will be a minimum of 12-IS inches <br />cover of plant growth medium placed over the reclaimed area. There will be a limited <br />sale of "top soil". <br />The pit will be stripped of the available topsoil by loaders. The top soil will be stored in <br />the North Western comer of the 9.90 acre site as depicted on the Mine Plan Map, Exhibit <br />E until it is needed for reclamation. This location keeps the topsoil out of the way of <br />mine traffic and waterways. <br />The stockpiles will be seeded to reduce soil erosion. The operator will keep the topsoil <br />free of any contaminates, which would cause toxic or acid-forming materials. <br />6.3.3 (c) <br />It is estimated that the thickness of the overburden to the deposit to be mined will vary <br />from one foot to ten feet. The overburden will be stored in the Northern portion of the pit <br />as depicted on Exhibit E. <br />6.3.3 (d) Corrected as of 3/14/07. Corrections are in Italics. <br />"The thickness of the deposit does vary from six feet deep to thirteen feet deep. The data <br />results from the Harkin Report (a copy is enclosed in the original submission) found the <br />groundwater depth to be between ten and eighteen feet. The applicant is committed not to <br />interfere with ground water in anyway by not excavating deeper than the ground water <br />level (which varies from 10-18 feet) and allowing for a substantial gap between the <br />groundwater level and the depth of excavation. The operator will adjust the depth of <br />excavation, as he gets closer to Hardscrabble Creep to avoid exposing groundwater. <br />The applicant understands that ifground water is exposed, the operation must cease <br />immediately and the applicant must seek remedial action through a substitute water plan <br />or an augmentation plan.
