IIIIIIIIIIII1111111 ~<<~ ~~ <br />~j~C PART 771 - GENERAL REQUIREMENTS FOR PERMITS AND PERMIT APPLICP.TIONS <br />Section 771.23 Permit applications - General requirements for <br />format and contents. <br />(a) Applications for permits to conduct surface coal mininb and recla- <br />mation operations shall be filed in the format required by the regula- <br />tory authority. The application shall be complete and include, at a <br />minimum: for surface mining activities, all the information required <br />under 30 CFR 778, 779, and 780; for underground mining activities, all <br />the information required under 30 CFR 782, 783, and 764; and, for <br />special types of surface coal mining and reclamation operations, all the <br />information required under 30 CFR 785. <br />Energy Fuels has responded directly to the various parts of the <br />Permanent Regulations for Surface Coal Mining and Reclamation <br />Operations as promulgated by OSM. The various parts of the <br />referenced regulations responded to completely are: 30 CFR 771, 30 <br />• CFR 778, 30 CFR 779, 30 CFR 780, 30 CFR 785, 30 CFR 805, 30 CFR <br />810, 30 CFR 816, 30 CFR 822, 30 CFR 823, 30 CFR 826, 30 CFR 744 and <br />30 CFR 815. The complete format for this application is set forth <br />in the Table of Ccntents. <br />(b) Information set forth in the application shall be current, pre- <br />sented clearly and concisely, and supported by appropriate references to <br />technical and ether written material available to the regulatory <br />authority. <br />The Engineering, Environmental and Legal Departments of Energy <br />Fuels have endeavored to delineate information in this application <br />as clearly and concisely as possible, consistent with the scope of <br />the regulations. Special care has been taken to support all infor- <br />mation by technical references and other appropriate authorities. <br />A Bibliography, complete with list of authors, is attached with <br />this application. Special attention has been given during the <br />. development of this application to document all conclusions with <br />sound, technical data. <br />771-1 <br />
