Y L <br />4ale Fur„n-:r <br />This letter is in response to your application of April 5, 2001 and amendment datetl May 2, <br />2001 requesting a substitute water supply plan for a sand and gravel pit to be operated by <br />Western Mobile, Inc., a subsidiary of Lafarge Corporation (Lafarge), in at:cordance with 37-80-120 <br />C.R.S. The Applicants shall bE~ responsible for compliance with this plan, but the State Engineer's <br />Office may also pursue the landowner for eventual compliance. The required fee of $1,343 for <br />the substitute water supply plan has been paid. <br />You estimate the annual maximum depletion to the South Platte River due to operation of <br />the Mann Lake Pit to be 1(10.6 acre-feet per year. This total includes: 71.1 acre-feet of <br />evaporative loss from approxirately 25.5 acres of exposed lake surface, 26.5 acre-feet of water <br />lost in product (4% moisture of 900,000 tons of raw material) and 3.0 acre-feet for dust cul2trol. <br />The proposed sources of replacement water are anon-tributary Arapahoe aquifer well <br />(Permit No. 55586-F) located near Sedalia, Colorado along Plum Creek, excess Fulton Ditch <br />shares owned by the Applicant and a lease agreement with the City of Greeley for wastewater <br />treatment plant (WWTP) effluent. <br />The non-tributary well is permitted in the name of Mobile Premix Concrete, Inc. antl allows <br />an annual appropriation of 151.7 acre-feet. The permit for this well requires that 2 percent of the <br />water pumped must be directly returned to the Plum Creek drainage. As a result, 148.7 ar-re-feet <br />of water is available from ibis well for augmentation purposes. This ~NCII source also provides <br />replacement water for substitute water supply plans associated wilts three other Lafarge <br />aggregate mining operations. These include the Dunes Development site (M-99-093), the <br />Tanabe Pit (M-00-002) and the Fort Lupton Pit (M-85-088). Replacement obligations, including <br />transit losses, for these sites total 93.9 acre-feet (27.3 acre-feet, 17.3 acre-feet and 39.3 acre- <br />feet, respectively). This leaves approximately 64.8 acre-feet available to offset replacement <br />requirement at the Mann LakE~ Pit. The well is located approximately 35 miles upstream of the <br />aggregate operation. A 0.25 percent per mile transit loss (8.75 percent overall loss) has been <br />accounted for in the replacement schedule leaving approximately 59 6 acre-feet available to offset <br />depletions. <br />
