<br />2 <br />extraction operations relative to determining loss and replenishment o exposed <br />groundwater, this 'Theatre' is a viable limit within which the applic tion of a <br />Master Temporary Substitute Supply Plan can be reasonably establish d. <br />The Theatre comprises roughly 100 square miles, but is more precise y defined <br />by the watersheds that future extraction activities may potentially i pact, or <br />require mitigation of those impacts. The systems are contained ithin the <br />boundary of Weld County, as defined predominantly by that stretch of St. Vrain <br />Creek starting from the Boulder/Weld County Line, and running East- ortheast <br />to Wildcat, Colorado (located immediately Southwest of the conflue a of St. <br />Vrain Creek and the South Platte River]; and, that portion of Boul r Creek <br />nearest the confluences of Idaho Creek and Rural Ditch, runni North- <br />Northeast to St. Vrain Creek. <br />PURPOSES: ~ <br />The impacts of future extraction on these tributaries is difficult to pro ect. The <br />Master Plan will not attempt to forecast this. Rather, the plan will set in lace the <br />mechanism by which each site specific impact could be integrate into a <br />previously approved system of management, accounting, reporting, an delivery <br />utilizing established 'wet' water resources set aside in trust in antici ation of <br />future extraction activities. All future extraction will be restricted in its p tential to <br />expose groundwater by the amount of water held in trust and ova table as <br />substitute supply to replenish evaporative loss. <br />Whether an Individual [site specific] or Master'plan,' a substantial amou t of time <br />will be required to develop, submit, review and approve any such 'pl n.' This <br />burden of time is the invisible enemy and source of much conflict r lative to <br />integrating the diverse interests involved in resource recovery and prote tion. <br />It should be remembered that aggregate recovery is deserving of protectlo~. Weld <br />County has incorporated into its Comprehensive Plan, in complia ce with <br />Colorado Revised Statutes (Section 34-1-305, 1995): <br />"Access to future mineral resource development areas should <br />considered in all land use decisions in accordance with Color <br />State Law. No Weld County governmental authority which I <br />control over zoning shall, by zoning, rezoning, granting a varian <br />or other official action or inaction, permit the use of any area kno <br />to contain a commercial mineral deposit in a manner which wo <br />interfere with the present or future extraction of such deposit by <br />extractor." <br />Wednesday 5 March 1997 Letter of Intent to Form a Master Temporary Substitute Suppl Plan for <br />the Colorado Office of the State Engineer and Varra Companies, Inc. <br />
