A minor change has been made to the map. The updated map <br />has moved the Cache La Poudre River south of the boundary for the <br />parcel. There is, however, a ttibutary warm water slough that is <br />within the property line. The slough has been left off the updated <br />map. On the date I rode a second inspection of the property, June <br />19, 1993, high water had backed up the slough to the point where it <br />was approximately fifty feet from the 100 yeaz flood line. Based <br />on the vegetation Pound on site, all land within the 100 year flood <br />line should be considered riparian. One could expect that a high <br />water table exists on all lands Eound within the "flood line" <br />designated as: HK.732,R.N.165a174 on the map. as stated in the <br />Division's letter of 3/19/93 it is difficult to determine the true <br />riparian boundary because of the disturbance caused by agricultural <br />cultivation. The presence of Wild Licorice on the lower end of the <br />alfalfa field would indicate that the riparian extends rote the <br />cultivated area. <br />The Division submitted a letter, dated 3/19/93, during the sketch <br />plan review of this proposal. The Division still has the same <br />concerns as those found in the previous letter. <br />The proxiaty of this parcel to the river bottom and the esaociated <br />high water table, along with a soil type, Otero Sandy Lcam, with <br />moderately rapid permeability may create a hazard for grouna wnter <br />contamination. The Division would hope that Bald County Health <br />Department would give careful consideration to the location and <br />choice of sewage disposal systems used on this property. Section <br />3.4 D&E of the Weld County Individual Sewage Disposal system <br />Regulations states that depth of the ground water table, and soil <br />suitability should be examined in determining the suitability of <br />the site and the proposed design for the septic system. If <br />necessary, due to subsurface conditions that may endanger the <br />waters oP the State, additional hydrological or geological <br />information may be requectad. The Division would request that <br />adequate atepS be taken to protect the Waters of the state, If <br />permitted, septic systems should be located to the north of the <br />line designated as the "flood line° on N.r. Orr's map. Indications <br />of a high water table or excessive percolation rate should require <br />the use of an appropriate engineered design system.
