The Baseline Resowce property has a <br />significant commercial deposit of sand and gravel located in the alluvium of the South Platte <br />River in Weld County (see Exhibit B for property location). <br />The purpose of this letter of introduction is to clarify or provide additional information regazding <br />certain application items. This information is intended to increase the understanding of the <br />project and its floodplain effects in order to expedite permit review and approval. <br />The proposed plant azea of the mining operation is located in the southwest corner of the <br />property as shown in Exhibit C: The plant azea is locatetf~in the Intermediate Regional Flood <br />(IRF = 100-year event) floodplaln of the South Platte River. <br />The Baseline Resowce Property is found on Panel 995 of the Weld County Flood Insurance Rate <br />Map (FIRM), see.,Exhibit D. According to the FIRM ,revised September 27, 1991, the subject <br />area is within Zone A; with no flood hazard factors or base flood elevations (BFE's) determined. <br />This would indicate that the property is located within the Weld County FP-1 Floodprone <br />District. <br />Since the FIRM and Flood Inswance Study (FIS) do not provide a BFE, we derived a <br />conservative IRF water surface elevation from neazby information. Ow water surface elevation <br />was based on the September 1977 Flood Hazard Area Delineation (FHAD) Study for Adams <br />County,.conducted by the Urban Drainage and Flood Control District (UDFCD). <br />The base flood elevation at the most northern point in the FHAD study azea (WCR 2) was 4952.8 <br />feet Mean Standazd Sea Level (MSL).
