The Stormwater Dischazge Permit requires that facility personnel be trained periodically. Twice
per yeaz is recorrunended. The training sessions should include actual field observations of the
BMPs being discussed. New or temporary personnel and contractors working at the facility also
need to be trained in the SWMP procedures within two weeks of coming on-site. Contractors
should be provided with a copy of the plan, as well as being informed that they aze also liable for
the conditions set forth within the S WMP. Sample forms to document training activities aze
included.
Crew supervisors should be responsible for instructing those under their direction to implement
the SWMP so the conditions of the Stormwater Discharge Permit are achieved.
4.6 Testing for Non-Stormwater Discharges
This site was evaluated for the presence of non-Stormwater dischazges during August of 1997.
The procedure used to evaluate the azea for the presence ofnon-Stormwater discharges consisted
of dry weather observations of the site. At that time there were no buildings or structures
associated with the potential mining operation at the site. There are no mine adits or shafts
known at this site, or associated with this operation, therefore, there is no mine drainage.
There aze six oil and gas facilities located on the property. These facilities aze operated by
others. Grading has been designed such that no stormwaters from the mining site will flow over
the oil and gas facilities. If a discharge is noticed from these facilities, the appropriate owner
will be notified.
No naturally occurring springs have been identified at this site. There aze no spoils piles
currently at this site. No sanitary facilities associated with the mining operation aze currently
located here. There currently are no dewatering discharges at this site and no structural
conveyance systems for the stormwater dischazges. Potential discharge points observed included
the perimeter of the site.
If any unauthorized sources ofnon-Stormwater discharges aze noticed at the site, the SWMP
Administrator shall be notified irtunediately. The source and condition of the discharge will be
investigated. If the discharge is perceived to be a potential contaminant source to Stormwater or
permitted process water (groundwater dewatering), the Administrator or designated personnel
shall notify the Colorado Department of Public Health and Environment.
