The reclamation plan includes
creation of wetlands along the shoreline of the ponds in the west property line to horse fence,
slough to east property line and the Dry Creek mining areas. The material balance indicates that
additional fill material is available for reclamation. This additional material will be used in
reclamation to create shallow areas along the ponds and small islands in the shallower ponds
where possible. This activity will be coordinated with the Army Corps of Engineers 404 Permit
application with respect to wetlands mitigation.
Item 2 -Riparian area reclamation. The reclamation concept for the area around the ponds
includes seeding with grasses and (orbs to provide stabilization of the disturbed areas including
3:1 slopes into the water and planting groups of cottonwoods and willows around the periphery
of the ponds. Ten to fifteen trees are in each group. There are five to six groups per acre around
the periphery of the ponds. These initial groups and the undisturbed trees in the river and slough
barriers are expected to provide a basis to allow natural infiltration of these species into the spaces
remaining around the perimeter of the ponds. The reclamation success standard is a 70 percent
survival rate for the trees after the second growing seasons from the initial planting.
The reclamation plan contains a cotnmitment to develop a weed control plan for the site in
conjunction with Garfield County weed control personnel. This plan will address control of
noxious weeds and non-native species including Tamarisk and Russian Olive. The successful
implementation of this program is expected to address concerns concerning the introduction of
noxious weeds and non-native species.
Item 3 -Visual and noise buffers. 'fhe operator intends on placing topsoil round the southern
edge of the property to provide a visual buffer from the frontage road. In the azea of the slough,
