5. Aeolian (wind-bloxn) deposits "ere not anticipated
to be hazardous". What is the evidence for this statement?
[D-347
6. "The leech pad and pond system has been designed
as a closed system which will not discharge in the event of
a design storm and total heap draindorm". What happens if
overtopping occurs? In 1976, the previous mine operator,
Earth Sciences, Inc. made similar projections and cyanide
spills occurred producing a fish kill and contaminating the
Rito Seco xaters. Merely making a statement on paper is
simply not sufficient protection for the environment.
[D-39)
7. Reclamation of the West Pit is minimal. The plan
states, "the wide benches and exposed cliff areas will
provide habitat for a wide variety of birds and other
wildlife". This 120 acre eye-sore must be reclaimed in e
more meaningful manner. (E.3.1.2]
B. "The old heap ie completely neutralized according
to {Earth Sciences, Inc.} monitoring." The confidence that
can be ascribed to Earth Sciences is questionable as their
record of truthful statements is xoefully poor. I am
concerned that the Plomo heap is still a toxic area. BMG
must not publish ESI statements as reliable and truthful
information. [E-141
9. According to the mine plan, the test heap waters
xill be neutralized and used for dust control on mine roads.
Whether it be cyanide or caustics, spraying such toxic
substances in the area cannot help but damage our virgin
hillsides. This must not be done. [E.4.3]
10. Sanitary and Solid Waste Disposal is addressed in
the BMG plan. It states tnat trash and refuse will be
-- -- placed in containers and hauled to an approved disposal
location. Elden now, xhen B."SG should be in its best
behavior, trash and refuse is strewn throughout the site. I
have photographed burned plastic contziners, empty
containers with Warning Labels left in test pits or covering
boreholes and other refuse left lying about. [D.10.6]
I respectfully request a formal public hearing in San
Luis to ellox the community to adaress concerns such as tine
ones that I have mentioned in this letter of protest.
Sincerely,
l
I /
Charlie Jaqu z
P.O.
