5. Aeolian (wind-bloxn) deposits "ere not anticipated <br />to be hazardous". What is the evidence for this statement? <br />[D-347 <br />6. "The leech pad and pond system has been designed <br />as a closed system which will not discharge in the event of <br />a design storm and total heap draindorm". What happens if <br />overtopping occurs? In 1976, the previous mine operator, <br />Earth Sciences, Inc. made similar projections and cyanide <br />spills occurred producing a fish kill and contaminating the <br />Rito Seco xaters. Merely making a statement on paper is <br />simply not sufficient protection for the environment. <br />[D-39) <br />7. Reclamation of the West Pit is minimal. The plan <br />states, "the wide benches and exposed cliff areas will <br />provide habitat for a wide variety of birds and other <br />wildlife". This 120 acre eye-sore must be reclaimed in e <br />more meaningful manner. (E.3.1.2] <br />B. "The old heap ie completely neutralized according <br />to {Earth Sciences, Inc.} monitoring." The confidence that <br />can be ascribed to Earth Sciences is questionable as their <br />record of truthful statements is xoefully poor. According to the mine plan, the test heap waters <br />xill be neutralized and used for dust control on mine roads. <br />Whether it be cyanide or caustics, spraying such toxic <br />substances in the area cannot help but damage our virgin <br />hillsides. This must not be done. [E.4.3] <br />10. Sanitary and Solid Waste Disposal is addressed in <br />the BMG plan. It states tnat trash and refuse will be <br />-- -- placed in containers and hauled to an approved disposal <br />location. Elden now, xhen B."SG should be in its best <br />behavior, trash and refuse is strewn throughout the site. I <br />have photographed burned plastic contziners, empty <br />containers with Warning Labels left in test pits or covering <br />boreholes and other refuse left lying about.
