The <br />reference in brackets at the end of each paragraph refers tc <br />the mining plan section. <br />1. She stability of the East Pit xall due to its <br />closeness to the Rito Seco Creek is unYnoxn. A potertiel <br />serious hazard to people may exist as the heavily used road <br />to Forbes property and P.ito Seco Fart. passes through this <br />area. Amore thorough study must be conducted. Regarding possible eerthauake damage, the mining <br />plan does not state that facilities are placed "on the foot <br />xall block of the San Luis fault segment" as a study in the <br />Appendix recommends. In the u.•zlikely even of an <br />eerthauake, damage to the heap leach and/er mill facility <br />xould present an extreme danger to the cosnunity dox~nstream. <br />Probabilities do not suffice as protection schemes for the <br />community. The Centennial School xhere I teach, is located <br />about tv^ee miles docrnstream from the nrooosed tczic areas. <br />[Sec. Considering the extreme <br />hazard posed to residents in San Luis, the facilay design <br />must use the most extreme storm concitioas es its <br />parameters. As e life-long resident of San Luis, I have <br />seen same terrifying flood conditions as lived in town <br />next to the Rao Seco. The toxic areas, most u_-L{ortu.-ietely, <br />ere tlanned to be in the P,ito Seco flood slain. Thousanes <br />of tons of Sodium Cyanide sill be introduced into the area. <br />The xell-being of the common=ty must be a very ii~Ch <br />priority. [D-32] <br />
