As noted in my correspondence dated August 6, 2004, the routine WET <br />testing which took place in June 2004 yielded failures at both the 004 and 007 outfalls. <br />This fact was not presented to P&M by the testing laboratory until early July. An <br />accelerated test was scheduled for the last week of July, a week in which I was on <br />vacation. I inquired as to [he test progress when I returned, only to find that the lab had <br />postponed the test until mid-August. At that time the 004 outfall had stopped flowing. <br />The initial accelerated test for outfall 007 was completed on August 24. Results indicated <br />the test passed. The second accelerated test took place from September 7-15. Due to <br />concerns with the lab performance and what I considered to be erratic results, I initiated a <br />pazallel test with a second lab during this second accelerated test period. Results from the <br />first lab yielded a failed test while those from lab number 2 show a passing performance. <br />As you and I discussed during our phone conversation on September 20`t', I submit the <br />findings from lab 2 as the second consecutive passing of the accelerated test for outfall <br />007. This will put 007 back on track for the routine quarterly tests. <br />As the result of considerable rainfall over the last 3-4 days at the site, 004 outfall <br />has begun to flow. The first accelerated test had samples pulled today. The second test <br />will be started in two weeks. Assuming both of these pass it will put both sites back on <br />routine quarterly testing, which would then occur in early November. Once affect of all <br />this is that the routine testing for the third quarter of 2004 will not take place. As you and <br />I discussed, you agreed to allow this variance as the delays in accelerated testing were <br />solely due to lab reschedulings beyond the control of P&M. <br />If you have any questions or concerns regazding this, please give me a call at <br />(303) 930-4013.
