B. More study is needed before the decision is made to decommission roads and motorized trails outside the project <br />area. Some of these roads may be proposed for use for exploration or development of coal resources in the potential <br />Sunset Trail lease area. This decision is deferred until environmental analysis for the potential Sunset Trail <br />Exploration License area is initiated and completed. <br />C. More study is needed before the decision is made concerning restoration of portions of Deep Creek and Dry Fork <br />Minnesota Creek riparian zones and streambed. <br />D. More study is needed before the decision is made concerning prescribed burning of oak brnsh within the project <br />area. <br />8. Motorized Trails <br />MCC will obliterate all existing motorized trails in the project area, except the trail [hat connects the Dry Fork road <br />to the proposed intersection of the Long Draw Saddle Road and the Upper Sylvester Road, and a 2,000-foot segment <br />of trail in the NW quarter of Section 26 that connects the Long Draw Road to the West Flatiron road, avoiding a <br />steep section of road and a switchback. MCC will remove the tank traps on the Long Draw Saddle ATV trail, and <br />constmct a trail that meets Forest Service ATV trail standards, using a small piece of equipment such as a trail <br />dozer. As described in Item 4B, three roads will be converted to ATV trails when decommissioned: West Flatiron, <br />Long Draw Saddle, and West Bench Roads. When roads aze converted to ATV trails, the cattleguazds and gates in <br />livestock fences will remain in place for future trail use. If approved by the District Ranger in consultation with the <br />District Range Management Specialist, smaller sized cattleguazds can be installed as replacements for full size <br />vehicle cattleguazds. <br />9. Public Access <br />For safety reasons, public motorized vehicle use will not be pemutted on temporary roads in the project area during <br />active drilling. The active drilling season is expected to begin after snowmel[ and end in September of each year. <br />To assist travel management enforcement after the project is completed, public vehicle use will not be permitted on <br />any temporary road that is planned for decommissioning by obliteration. Public ATV use is permitted after the <br />active drilling season on the toads described in Item 4B. Public full size vehicle use is not allowed at any time. This <br />decision will provide opportunities for ATV use during the big game rifle hunting seasons, when the animals are <br />more likely to be found in the project area. All other motorized trails in the project azea will be obliterated as <br />described in Item 8. <br />10. Conditions of Approval <br />The approved Conditions of Approval are listed in Appendix A. Both major and minor changes were made to <br />Conditions of Approval shown in the EA (EA, Section 2.4) as a result of IDT discussion, public comment, and <br />tailoring [o [he recommended decision. Major changes included addition of a requirement for an annual pre-work <br />meeting and an Annual Operating Plan, and the addition of wildlife optional mitigation measure #4 (Section 3.2.3, <br />EA) concerning mosaic design of drill pads and landform diversity during reclamation. <br />11.
