<br />Part I <br />Page lj of 19 <br />Permit No. CO-0027146 <br />B. MONITORING REQUIREMENTS <br />9. WET Conctol Program <br />If required pursuant co Part I.B. of this permit, the permittee shall <br />develop a control program co eliminate WET, through the identification <br />and elimination of any toxicants or toxicant sources responsible for <br />WET, or through the identification and implementation of toxicant <br />treacabilicy processes. The control program, along with any <br />cost/benefit analysis to determine whether the costs of construction <br />bear a reasonable relationship to the resulting benefits, shall be <br />submitted within the specified time frames. Such cost benefit <br />analysis shall be used in accordance with Section 25-8-503(8) and (9), <br />C.R.S. The control program, as submitted co or revised by the <br />Division, may be incorporated into the permit. <br />A control program may include, but shall not be limited co: <br />additional pretreatment requirements imposed on specific indirect <br />permittees by POTW's, modification of internal source control programs <br />by industries, modifications of treatment plants, end/or best <br />management practices for spills, leaks, erc. <br />10. WET Toxicity Incident Closure <br />If WET is controlled through implementation of numeric limits for <br />specific toxicants, through a ccncrol program eliminating toxicants <br />from the waste stream, or through the implementation of creacmectc <br />processes, of if 'd ET disappears and Division required accelerated <br />testing demons Crates the continued absence of toxicity, the toxicity <br />incident response shall be considered closed and normal quarterly <br />monitoring shall resume. <br />I£ the permittee completes all required phases of the toxicity <br />incident response specified in compliance schedules, and is unable <br />either co identify the causative toxicants and their sources or co <br />identify feasible treatment options, the permittee may petition the <br />Division for relief from further investigation and testing, consistent <br />with the permit regulations. <br />11. FreQUencv and Sample Tvoe - Chronic WET Testing <br />The monitoring frequency for chronic toxic icy tests shall be once <br />every six months on a January June, July - December sequence, and <br />cannot coincide with acute testing. Chronic tests will be static <br />replacement tests using three composite effluent samples, each of <br />which is to be composiced for a minimum of eight hours. Chronic <br />testing will be conducted with both Ceriodaohnia sp. and fathead <br />minnows during the first year, During years t•ao and three, if <br />requested in writing by the permittee, the Divsion may grant relief <br />from continued two species testing. Such relief shall be for <br />continued Cescing with only that species which has demons traced the <br />greatest sensitivity during the first year of testing. <br />
