Reoortine: The permitcee muse submit a Discharge Monitoring <br />Report (DMR) on a quar~erl3~bas.is_to che_Division. This report <br />should contain the required summarization of the test results <br />for parameters shown in Part I.B.1. of the permit. See the <br />permit, Part I.B.2. for details on such submission. <br />C. Additional Terms and Conditions <br />1. Materials Containment Plan: On December 9. 1985, the permitcee <br />submitted an engineered spill plan. An update c_.o the plan is <br />requi_red__to be filed_ within_9_0 _days of the permit effective f <br />date detailing all changes which have occurred since the <br />original submittal. If no changes have occurred, a letter co <br />vthis effect is required. For specific requirements, refer co <br />Part I.E of the permit. <br />2. Comcliance Schedule - Salinity: As summarized in section V,B. <br />of this rationale, the to cal salinity loading from this facility <br />exceeds that allowable in the Regulations for Imolemencation of <br />the Colorado River Salinity Standards Through the Colorado <br />Discharge Permit Program, (3.10.0). The regulations specify <br />that in such casts, the perraitree mu_ct submit a report <br />aadressing two points: <br />The cost of modifying all existing treatment facilities co <br />provide for no salt discharge; <br />The cost of salt minimization from all treatment facilities. <br />This report shall be due February 28. 1993. The permitcee shall <br />specifically address a minimum of three forms of creacment <br />and/or containment for each point. The report shall describe in <br />detail each form of treatment/containment, the associated <br />construction costs, the annual operating costs and the expected <br />resulting salt loading chat would result from such <br />creacment/containment. The Division will revie•.r this report. <br />If the Division determines that is is economically infeasible to <br />construct salt removal/minimization facilities, no further <br />action shall be required, If the Division determines that such <br />construction is necessary, the permit may be reopened to make <br />appropriate modifications. <br />
