Effluent Limitations (continued) <br />6. Economic Reasonableness Evaluation: (continued) The Regulations <br />for the State Discharge Permit System, 6.1.0, further define <br />this requirement under 6.12.0 and state: "Where economic, <br />environmental, public health and energy impacts co the public <br />and affected persons have been considered in the classifications <br />and standards setting process, permits written co meet the <br />standards may be presumed co have taken into consideration <br />economic factors unless: <br />a) Anew permit is issued where the discharge was not in <br />existence ac the time of the class ificacion and standards <br />rulemaking, or <br />b) In the case of a continuing discharge, additional <br />information or factors have emerged chat were not <br />anticipated or considered at the time of the classification <br />and standards rulemaking." <br />The evaluation for this permit shows that Che Water Quality <br />Control Commission, during their proceedings co adopt the <br />Classification and Numeric Standards for the Lower Colorado <br />River Basin, considered economic reasonableness. <br />Furthermore, this is not a uew discharger and no new informatior. <br />has been presented regarding the classifications and standards. <br />Therefore, the water quality standard-based effluent limitations <br />of this permit are determined co be reasonably related Co the <br />economic, environmental, public health and energy impacts co the <br />public and affected persc-s and are in furtherance of the <br />_policies set forth in Sections 15-8-102 and 104. If the <br />' permittee disagrees with ;,his finding, pursuant co 6.12.0(2)(b) <br />j the permittee should submit all pertinent information co the <br />,Division during the public notice period. <br />7. Antidegradation: These are not reviewable waters pursuant co <br />Section 3.1.8(3)(a) of the Basic Standards and Methodologies for <br />Surface Water (SGCR 1002.2), based on a finding of no increased <br />water quality impact. <br />B. Monitoring and Reporting <br />1. Monitoring: Monitoring requirements have not changed from the <br />previous permit with the exception of the addition of whole <br />effluent toxicity (WET) testing chat is now required for <br />outfalls 001, 002 and 004. The reason for the change is the <br />addition of section 6.9.7 to the Regulations for the Scace <br />Discharge Permit System. This section addresses WET casting <br />requirements. <br />
