EXHIBIT D -RECLAMATION PLAN <br />1. Purpose: To stabilize soil, reduce damage from sediment and runoff to <br />downstream areas, and improve wildlife habitat and visual resources. Applicable <br />areas aze surface-mined azeas where vegetation is difficult to establish by usual <br />planting methods. <br />2. In preparing the site for reclamation, the operator will use dump trucks and front <br />end loader to distribute overburden or topsoil for planting. V/hole azea will consist <br />of approximately 9.5 acres in size. The reclamation process will proceed when the <br />mining of each 2-acre section/phase has been completed. <br />3. The proposed land use for this azea is agriculture and post mining land use will be <br />"Rangeland" in Agriculture Zoned District. <br />4. Reclamation Plan Implementation: <br />A. Overburden will be replaced at extraction azeas upon termination of <br />excavation Estimated depth of replacement will be under 12" since there is <br />a very shallow level of top soil. <br />B. Land slopes should not exceed 50 percent (2:1) and should be flatter <br />where feasible and practicable. <br />C. Revegetation Measures: <br />I. Top soiling <br />In the event that the soils have insufficient depth or have physical <br />characteristics unsuitable for development of vegetative cover, <br />topsoil or material having the capability of supporting the planned <br />vegetative planting shall be brought in and spread over the <br />deficient areas. The material must be applied uniformly in <br />sufficient depth to support the type and quality of vegetative cover <br />planned for the site. <br />II. Seedbed Prepazation <br />The seedbed shall be well settled and fum, but friable enough that <br />seed can be placed at the seeding depths specified. The seedbed <br />shall be reasonably free of weeds. Competitive stands of weeds <br />that aze present before seeding must be controlled by shallow <br />tillage or by application of herbicides labeled for this purpose. <br />Soils that have been over-compacted by traffic or equipment, <br />especially when wet, should be tilled to break up rooting restrictive <br />
