7) A commitment by United to use an excavator or similaz equipment along permit boundazies
with slopes needs to be incorporated into the Mining Plan. This will insure a limited impact on
those slopes and secure the stated berms from the mining activities.
8) Text in the Mining Plan states the floor elevation will be approximately level at 4980 ft.
However, the Reclamation Map shows the primazy floor elevation at 4960. Please clarify the
discrepancy.
9) The Mining Plan states that two areas may be approximately 20-25 feet below the expected
floor elevation of 4980 and shown on the Reclamation Map. Does this mean the pit will have
40-45 highwalls in these azeas? How big of an additional azea of disturbance is expected at this
level? Please clarify where on the map these azeas aze shown and state the anticipated sq./ft of
the azeas. These azeas will need to be included in reclamation bonding for additional backfill
work.
10) The progression of mining and simultaneous reclamation is understood. Roughly two acres
(250x350) of each block will be needed for processing activities. In the Reclamation Plan, the
statement "reclamation can take place on most of the latest inactive..." is vague. Cleazly
specify that all the area except the 50 wide haul road and processing area will be reclaimed.
The Reclamation Map should show where the haul road and processing azea aze to be located
within the affected azea.
11) The Reclamation Plan states 5.88 acres of total disturbance. Block 7 is 3.3 acres, roughly 2
acres for processing azea in Block 6, and 1 acre of disturbance for a road equals 6.3 acres.
Please clazify the 123,500 squaze feet of mining disturbance figure stated for Block 7 (3.3
acres =143,748.58 sq./ft). Also a cleaz commitment to no more than 6.3 acres of disturbance
at any one time during the life of the mine must be stated in the Mining or Reclamation Plan to
maintain a lower bond.
12) United needs [o state its Noxious Weed Control Plan for this site within the Reclamation Plan.
13) Please Reference Exhibit J, NRCS recommendations for seed mixture and application criteria
within the Reclamation Plan.
14) Exhibit L -Reclamation Cost. DMG will do a bond calculation once all other issues aze
clarified. Please note hydroseeding is not the method denoted in the NRCS recommendations
and committed to by United in the Reclamation Plan. It is highly recommended do to the lack
of water at this site that the NRCS methods be used. Also, please include cost for subsoil and
topsoil transportation from Hall Pit to Area 8.
15) Exhibit S states that United will be providing a new fence to replace one owned by Ford Pit and
United. For the file, please supply a notazized agreement with the Ford Pit owners per the
requirements of Rule 6.4.19(a) concerning the fences.
16) At this time, there is no information on timely public notices, County Commissioners
notification, and filing with the County Clerk's Office required in Exhibits Q & R. Please
supply the required notices as soon as possible.
