Stormwatzr Manaeement Plan (continued) <br />Specific Requirements: (continued) <br />h) (continued) If [he Division or the C;4LRD finds the proposed <br />changes to be inadequate co achieve the slated goals, or if the <br />procedures escabiished are shown co be ineffective once in place, <br />the permittee shall develop and zmploy new procedures that are <br />effective. <br />i) Pre-minine: The permittee shall exercise necessary concrois <br />during conscruccion co minimize erosion. The permittae shall <br />amend the plan to include specific procedures to minimize erosion <br />and ocher factors chat contribute to the discharge of cecal <br />suspended solids and other pollutants from conscruccion areas. A <br />copy of the amended plan shall be submitted to [he Division and <br />the CML.RD. <br />j) Where practicable, the permittee shall employ waste minimization <br />and poliu[ion prevention techniques. For more information on <br />this topic, the permittee may contact the Division. <br />k) Materials Containment - 'Ihe plan sha'_1 include information ar.d <br />proced~ires for the prevention and containment of spills o[ <br />materials used, processed or scored ac the facility, which if <br />spilled, would have a reasonable probability of having a visible <br />or otherwise detrimental impact on waters of the State. J J <br />This includes materials, especially those exposed to scormwatar, <br />that may be discharged due co poor handling practices, outdoor <br />storage and/or improper waste disposal practices. The plan shall <br />include, but not necessaril;a be limited to: <br />i) A history of spills which have occurred in the thrze (3) <br />nears preceding the ef_`accive dace of [he individual <br />facility certification. The history shall include a <br />causation of the spills and a discussion of preventative <br />measures designed to prevent them from reoccurring; <br />ii) A descriptoon of the reporting siscem ~.+hich will 'oe ~isad co <br />notify responsible facilicv management, the Scace 'aa[er <br />Quality Control DLV1510n, the Environmental Protection <br />Agency, downstream ~.+acer users within 5 miles downstream of <br />the facility, and local health officials; <br />iii) A description of preventative facilities (including overall <br />facility plot) which prevent, con[ain, or [teat spills and <br />unplanned discharges, including discharges chat occur due co <br />sto rmwaczr pici:ing up materials addressed in this section; <br />~ ~ =i - sae ce ~:t page <br />
