r SPCC PLAN REVISION FEBRUARY, 1995 1. There has not been a reportable oil or chemical spill event at this facility during the previous twelve month period. 2. Material storage tanks are located in the following above ground locations; A. 1 10,000 Gallon B. 1 6,000 Gallon C. 2 500 Gallon D. 1 500 Gallon E. 1 3,100 Gallon F. 1 SGO Gallon G. 1 10,000 Gallon Diesel Fuel @ Diesel Drop Gasoline Tank @ West Supply Yard Diesel Fuel @ West Supply Yard Diesel Fuel @ Raw Coal Stockpile Belt De-Icer @ Slope Belt Waste Oil @ Shop Building Emulsion @ Emulsion Drop (empty) • 3. Tanks are constructed of welded steel or polyethylene and in good condition. In the event of an uncontrolled release from one of these tanks, the material would not spill into the Purgatoire River. All but one location is such that drainage would report to a sedimentation pond with a gated valve discharge. The valve would not be opened in the case of a spill. The one location not reporting to a sedimentation pond is in a concrete containment which is located 500 feet from the river. 4. Storage tanks at the indicated facilities are located in such a manner that any potential discharge will be contained in an impoundment or enclosure with a capacity at least 10 percent greater than tl~e capacity of the largest tank in a group of tanks. 5. A gate valve is provided at the bottom of the concrete secondary containment facilities to periodically drain rainwater. Impoundments used as containment facilities will be equipped with adequate baffles, oil containment booms or an adequate oil skimmer on the dewatering device to ensure retention of the oil from the largest tank. 6. In the event it becomes ~iecessary to drain rainwater from a concrete or steel secondary containment facility, the following procedure will be followed: . A. The rainwater will he inspected to insure compliance with applicable water quality standards and will not cause a harmful discharge into a stream.
