To replicate historic <br />ground water return flows, Black Hawk shall make available to the South Platte River each water <br />year a total amount of water equal to thirty percent (30%) of the average annual amount of water <br />received by the City into Standley Lake and alternate points of diversion and places of storage during <br />the previous twenty years from its interests in the water rights listed in paragraph 19.b(1).
