19.c. Description of Proposed Change: Black Hawk seeks to change the following
water rights to municipal purposes and other purposes set forth below, but does not seek to use these
water rights for augmentation of depletions in the augmentation plan applied for in this case: 11.61
shares of the 2,372.478 total shares of regular stock in the Farmers Reservoir and Irrigation
Company, Standley Lake Division, a mutual ditch company ("FRICO shares"), and 20.25 inches of
the 5,710.64 total inches in the Church Ditch (also known as the Golden City and Ralston Creek
Ditch), a carrier ditch.
19.c.(1) Change of type of use: Black Hawk proposes to change the
decreed uses of 11.61 shares in the Fanners Reservoir and Irrigation Company, Standley Lake
Division and 20.25 inches in the Church Ditch from irrigation: to all municipal purposes, including
domestic, irrigation, industrial, commercial, fire protection, stockwatering, recreation, piscatorial,
storage and all other municipal purposes; to storage for later use for all the foregoing purposes; and
to use by exchange for all ofthe foregoing said purposes. The water will also be used for exchange,
