Special Review •
Neil C. and Arlis M. Sprague
Page -2-
d. Surrounding land uses
and zoning East: Farming; FA-1 F ming
West: Vacant mountai grassland;
FA-1 Farming
North: Quarries, reside ees, stone
yard; FA-1 Farmi g
South: Quarries; FA-1 Fa ming '
e. Existing zoning: FA-1 Farming
f. Access: County Road 27; minor colle for
3. Quarries have operated on this site or in the vicinity since abo t 1887. This
particular quarry is made up of two separate sites approximately 4.5 acr each. This
appears to be the northernmost extension of the old quarry railroad line, nd the north
end of the area which was mined by the Union Pacific Railroad. The of railroad bed
abuts this quarry on the east. The southern 4.5 acres has apparently been orked since
1959, but the northern portion has been expanded since 1974, accord g to aerial
photographs of the site. '
4. The stone product is of high local and national economic im ortance, and
is found in quite limited quantities. It is difficult to establish a time able.for the
proposed use, because of unknown future variables such as market conditi ns. It would
be appropriate, however, for the special review approval to lapse if mining o erations are
abandoned for a protracted period of time. Equipment on the site includes s one cutters,
loaders, and haul trucks.
5. Although there is little residential development in the im ediate area
(nearest house is 800 feet away), unlimited blasting could have an adver a effect on
residents in the general region. Appropriate limitation and monitoring of the blasting '
will sufficiently mitigate its effect. The applicants have indicated tha blasting is
required on a relatively infrequent basis.
