(13MR1} --San Luis Mine <br />Deer Mr. A.lcers: <br />zl • ~ <br />Enclosed with this letter you will find two (2) copies`of the above-referenced permit application <br />for the San 1.•uie Mine located in Coetilla County. The San Luis Mine eeased active mining <br />aetivitiea in October, 1996 and is currently implementing its approved reclamation plan under <br />CMI.RB Permit No. M-88-1 ] 2. T))e mine is covered under CDPS General Permit No. COR- <br />0400000 for stormwater rcleted discltazges. <br />The discharges to be covered under the enclosed permit application include a direct discharge of <br />treated ground water which is to be pumped from the backfiiled West Pit at the mine, treated and <br />discharged to Rito Saco Crack. This activity is a component of BMRI's overall response t.o <br />conditions in end around the backfilled West Pit as detailed in Technical Revision No. 2fi (TR- <br />2G) which has been partially approved by the Division of Minerals and Geology (DMG). TR-2C <br />is appended to the enclosed application and includes geohydrologic cltaracteriration, as well as <br />the background and details pertaining to the treatment facility a~ld BMRI's plans for water <br />management. at the site. Under TR-2G, active treatment and direct discharge of the pumped <br />water will lte required during the winter months. For this reason, issuance of the permit to <br />aul.)torize dischazge from the treatment facility is essential at the earliest. passible date to assort <br />that the ongoing water management plan as contemplated in TR-2G can continue I.o be <br />implemented in accordance with its terms. <br />1 The second category of discharges to be wvered under the enclosed application is best descritred <br />es a seepage front of alluvial ground wafer which is believed to be in hydrologic connection wil:h <br />Rilo 5eco Creels. 'this seepage front is comprised of uncontaminated alluvial groundwater <br />mixed with wal,er which has been in contact with backfilled pit materials. A technical <br />cltatacleri~,ation and depiction of the seepage front are included in TR-2G. (See TR-2G, pp 8 & <br />32) <br />;i . <br />On January 12, 1999, BMRI representatives attended a meeting with PI»1 Hegeman end Don <br />! Iioltner of your office, as well es DMG officials, to discuss the issues framed in your ]anuary .5, <br />1999 letter. In the course of that meeting, the appropriate permitting mechanism for dte potential <br />"hydrologic connection" between the pit water, the alluvial waters and Rito Saco Creek wss <br />discussed in detail.
