• Rule 2' Permits <br />• Natural reinvasion will be used to reestablish the shrub and tree component inpre-mine communities <br />disturbed by linear facilities such as the haul roads, access roads, and diversion ditches. Planting of <br />shrubs and trees in most lineaz facilities in densities compazable to that ofhe reference areas would <br />not be practical nor effective in significantly enhancing rangeland or wildlife habitat. <br />Natural reinvasion will establish shrub species on disturbed portions ofpre-mine oak/pinyon pine <br />communities. Shrubs will be reestablished by LCC in the other disturbed pre-mine community where <br />the pre-mine topography is restored. <br />LCC proposes to establish grassland in the surface mine area and on a portion of the haul roads. Post- <br />mine topography ofthese areas is shown on Map 2.05.4-1. Topsoil will be salvaged from the new road <br />construction areas and stored in windrows adjacent to the roads or in a stockpile near the roads. After <br />these roads are no longer needed, they will be scarified, topsoil replaced, and seeded with the appropriate <br />seed mixture. <br />Selection of plant species for revegetation is based on pre-mine species occurrence, establishment <br />potential, growth characteristics, soil stabilizing qualities, livestock and wildlife palatability, commercial <br />availability, and post-mine land use objectives. Redistributed soil and substrate properties, along with <br />texture anu water holding capacity, have also been considered. <br />• Characteristics ofpre-mine vegetation communities are described in Section 2.04.10 and locations ofthese <br />communities are shown in Map 2.04.10-1. A summary of the proposed post-mine communities is <br />presented below for the surface disturbance areas. <br />Reclamation of Roads <br />At the request of the landowner (see letter in Exhibit 17), haul roads will be retained as permanent <br />structures at the site. Roads will be reduced to a fifteen-foot wide running surface and the adjacent <br />roadbed will be ripped, topsoil replaced, and the site revegetated following the cessation of operations. <br />The Lorencito access road from Highway 12 to the loadout will be similarly reduced. The Lorencito <br />Canyon access road from the loadout to P 1 /P2 will be closed and reclaimed. Natural drainage patterns <br />will be restored, all installed crossings will be removed, roadbeds will be ripped and any cut and fills will <br />be blended to conform to existing topography prior to topsoil replacement and seeding. Light use roads <br />which pre-date the mining operation will be left in their existing condition.
