Rule 2: Permits <br />• Because of the amount of explosives proposed for the blasting program, no airblast or seismic <br />monitoring is proposed. <br />Residences or dwellings within '/z mile of the permit boundary will be notified of the blasting and <br />offered the opportunity to receive pre-blasting surveys. LCC will conduct pre-blasting surveys of <br />surface structures upon request by the Division. Additionally, there are no hospitals or nursing <br />homes within 1,000 feet of the blasting atea.Rule 4.08.4(8) concerns limiting flyrock from <br />blasting to '/z the distance to the nearest residence and/or the property boundary. The nearest <br />residence to mining is near Contour Mine Area P2, approximately 1,200 feet away. The property <br />boundary is approximately 50 feet from the northernmost boundary of P2. In those areas where <br />blasting cannot be designed to control flyrock according to the rule, LCC will either not mine the <br />area, or will use dozer ripping or other non-flyrock methods to break rock and coal. <br />LCC will conduct blasting only during times announced in the blasting schedule except where <br />safety requires the mitigation of unavoidable hazardous situations. No blasting to mitigate <br />unavoidable hazardous situations will be conducted without prior notice to the Division. LCC will <br />deviate from the blasting schedule when unavoidable hazardous situations are determined to exist <br />and safety requires any of the following actions to mitigate the following situations: <br />a) destruction of damaged or deteriorated explosives or detonators in a safe manner; <br />• b) disposal of misfires and/or undetonated explosives; <br />c) firing of charged holes when weather conditions (lightning, heavy rain snow, high <br />winds) indicate that the existence of a safety hazard is imminent. <br />LCC has used the scaled distance equation to determine the number of blast holes per delay such <br />that the peak particle velocity limit of one inch per millisecond is not exceeded. The maximum <br />weight of explosives to be detonated within any 8 millisecond delay (LCC will use a 9 millisecond <br />delay) is determined by the equation W = (D/D s) z where W =the maximum weight of <br />explosives (pounds); D = distance (feet) from the explosion to the nearest dwelling, school, <br />church, or community or institutional building; and D , =the scaled-distance factor (55) for <br />distances between 300 and 5,000 feet. The closest dwelling from any proposed blasting area <br />within the surface mine footprint is the Primero Middle/High School and other residences on <br />Highway 12 at a distance of 3,200 feet. Using this relationship, the maximum explosives per hole <br />can be 3,385 pounds. As previously stated, the maximum charge per hole proposed is 740 <br />pounds. <br />• ~R_~, <br />2.05-39 (Revised 09/19/01) <br />
