'fhe site is not <br />visible from any u;ajor travel routes, dwellings, or the town of Creede. <br />The plant will be located adjacent to the highly developed mine portal <br />area which contains enrni,ouses, shops, etc. The pipelines a^d electric <br />line will be buried and tiie building and tank will be painted a flat, <br />non-reflective green color. Disturbed surface areas will be revegetated <br />to mitigate color contrast. <br />Due to the minor amount of disturbance associated with this proposal <br />and the short duration of the proposed construction, the project does <br />not pose any serious threats to the maintenance of soil stability or <br />canter quality. In fact, water quality will be improved as a result of <br />the proposal. <br />Old roads and other disturbed areas show nn particular problems with <br />either erosio^ or slope stability. <br />The impacts are temporary in nature and will be minimized by proper <br />construction and rehabilitation measures. <br />VI. SJ:h~IAt:Y.OF FROP,ABLE ADV,',SE ENVIRO\?(EN1'AL EFPi.CTS 6lllICll CAiVi;OT P.li AVOIDED <br />The probable adverse environ;uental effects which cannot be avoided include <br />• minor soil and vegetative disturbance, minor soil erosion, riinor noise <br />and air pollution, and visual modification of the landscape. However, <br />these effects are of short duration and will be reduced by the mitigating <br />measures outlined. <br />VII. P.ELATIONSIIIP BETWGE;I SHOZT-TEPS( USES OF MAP1' S ENVIP.O\^IEN'C AlID itAI1\'TChAi`iCE <br />OF LONG-TERtd PKODUCTIVITY <br />In the short-term, this project will have only minor effects on producti- <br />vity and management of the area. Stith proper reliaU:ilitation after project <br />compJ~etion, the disturbed areas will be returned to production. The <br />immediate benefits of this project include employment opportunities and <br />allowing Homestal:e to comply with the State's regL~irements. The Operating <br />Plan and Environmental Analysis P.eport process being used will insure <br />adherence to regulations and protection of the surface resources. <br />The long-term effect of this proposal is the increased water quality of <br />Windy Gulch. While the treatment of the Eulldog 1•Line discharge will only <br />slightly improve the overall quality of the water in the Willow Creek <br />Drainage, it is a starting point and may serve as an example to others. <br />~. <br />\ _ 144 - <br />
