COVERAGE UNDER THIS PERM/T (cont.) <br />Where permittees intend to discharge to storm sewers, permission to discharge into the stormwater <br />systems must be obtained from the owners or owners agents of each system into which the permittee <br />intends to discharge. Many operations discharge into storm drains or ditches and although the <br />Division permits the discharge for water qualiry purpose, the storm drains and ditches are owned <br />by the municipaliry that maintains them and is responsible for the disehargcs from the»L llris means <br />that in order ro obtain a permit to discharge into storm drains or other municipally or privately owned <br />conveyances, perndrsion from the owner of the conveyance must be obtained. The applicants will be <br />required to sign a statement on the permit application acknowledging their understanding of this <br />requiremem and their willingness to comply with its provisions. <br />1n cases where the perndttee will be discharging in several locations (such as mobile washing <br />facilities), the Division reserves the right to limit the number of units (crews) that are permitted under <br />the general permit. 1f the Division determinrs that the number of mobile units (trucks, crews, etc.) will <br />cause discharge volumes that uceed the volumes intended in the permit, the Division may require the <br />facility to apply for an individual permit. <br />Authorization under this permit shall require prior subminal of certain facility information. Upon <br />receipt of all required information, the Division may allow or disallow coverage under the general <br />permit and require coverage under an individual pmnit. <br />The following is a list of the criteria which will be used in evaluating whether or not an individual <br />permit may be required instead of a general permit: <br />1. proximity of the operation to a landfill or mine and mill tailings, or other known <br />sources of pollutants; <br />2. evidence of significant noncompliance under a previous permit for the operation; <br />3. presence of downstream drinking water intakes or a fishery; <br />4. the need to preserve high quality water; <br />5. addition of flocculants (settling agems or chemical additives) to water prior to <br />ducharge; <br />6. use of chemicals (such as biocrdesJ within the rystem,• <br />7. failure of the ejJluent to pass a Whole E,jfluent Toxicity (WET) test (if required); <br />8. levels of pollutams in the effluem which could lead to a violation of the receiving <br />waters instream water quality standard; <br />9. an anti-degradation review by the Division showing that the discharge would cause <br />unallowable degradation to the receiving waters. <br />10. excessive number of crews, trucks, or other mobile units producing discharge in <br />volumes higher than intended in the general permit. <br />
