Ms. Lemay
November 12, 1997
Page Seven
he plans to conduct surface mining operations on this land
until the year 2022, this cannot be considered temporary. A
twenty-five year project must establish long-term and
comprehensive standards before it is approved.
- How will the water table be affected? Does he plan to sink
wells for his own use?
- Where will the runoff from his industrial waters go? There is
currently no plans filed with the Colorado Division of Water
Resources concerning the impact of polluted industrial water
runoff and how it will affect the irrigation water for hundreds
of other citizens downstream.
- Overall Failure to Adequately Mitigate Impacts. This Application does
not propose any specific mitigation of noise, dust or road safety impacts.
The Application fails to discuss hours of operation. 1'he potential impact
on this neighborhood requires the following mitigation:
- Noise Pollution. There is no plan for control or mitigation of noise
pollution caused by mining, crushing, transportation or reclamation
efforts. Noise is defined as unwanted sound and is among the most
persuasive pollutants today. Noise is not just unpleasant, but it is
dangerous. It causes hearing loss (especially in young children), and
negative psychological, and physlological impact due to fatigue,
anxiety and stress.
- Dust. To better control dust, there should be a reduction of acreage
of specific phases, limits to advance topsoil removal, and a reliable
water supply. In addition, more active measures should be taken,
and we are requesting that the Applicant follow these procedures:
- Cover open bodied trucks when used for transporting materials
likely to give rise to airborne dust.
- Installation and use of hoods, fans, and fabric filters to enclose
and vent the handling of dusty materials.
- Use of water or chemicals for control of dust in the mining,
crushing and transportation of sand and gravel.
