Process Water Dischar¢es <br />Numeric Limitations: Numeric limits will be applied for some of the industrial categories covered by this permit. These <br />limits are from the EPA Federal Guidelines far the applicable point source category, as follows: <br />a. Discussion al Limitations: <br />a. Exceptions to Federal Limits: The 40 CFR 436 includes some effluent limitations, which are nor as strict as, those li <br />here. For example, the phosphate rock TSS limit is less strict, andfor many of the subcategories, which state "no discht <br />ofprocess wastewater,"an exemption to that limit is provided during certain precipitation events and in conjunction i <br />other conditions. However, this permit does not include these related limits. This is a general permit, designed to coves <br />widest possible range ofjaciiities with similar wastewater characteristics. In effectively achieving this broad coverage, <br />permit must also be relatively simple. Therefore, some of the more individualistic or complex permit limitations are <br />included in this permit. <br />The Division does not believe that there are a sufficiently large number ojsuch facilities in Colorado to warrant inclu <br />the exemptions in this general permit. Ifa permittee wishes to take advantage ojthese exemptions, rhepermiaee must u <br />for an individual permit. <br />
